Buyer commited to paying starting March 18th. It is now May 9th and has still not payed. She has responded to my messages fairly quickly but made excuses for not paying yet. It has been too long of a wait that I need to re-list the dress.

I hate to do this, but it's been more than a month after the buyer won the auction. At first she answered to my messages, and asked me to wait for her for a week to get the money, and I agreed. We came to an agreement about the paymment and I sent an invoice to her. Since then she hasn't answered any of my messages, so I'm leaving negative feedback for non-paying.
